Overview / Introduction
Horn Associates conducted a multi‑institutional capacity assessment for the European Institute of Peace (EIP), delivering comprehensive capacity diagnostics and designing capacity‑building programmes for federal and state institutions focused on preventing and countering violent extremism (P/CVE).
Violent extremism remains an ongoing threat to peace and stability in Somalia. Since the collapse of the central government in 1991, the country has faced multifaceted challenges—political instability, insecurity, and violent extremism orchestrated by groups such as Al‑Shabaab—that have deteriorated security across the Horn of Africa region. . Efforts to build a functioning state have been consistently frustrated by weak state institutions, inter‑clan conflicts, extreme poverty, and youth unemployment.
The P/CVE agenda has shifted away from a focus on highly securitised military methods towards approaches that engage a broader range of actors and resources. . This assessment supported that transition by identifying institutional gaps and designing practical solutions for building sustainable P/CVE capacity.
