Overview / Introduction
Horn Associates supported the National Electricity Authority (NEA) in developing a comprehensive communication strategy and regulatory messaging guidance to strengthen stakeholder engagement and regulatory communication. The engagement aimed to build public trust, improve compliance, and enhance the Authority’s visibility and credibility.
Effective communication is essential for regulatory effectiveness. When stakeholders understand their rights and obligations, and trust the regulator’s independence and competence, compliance improves, and the regulator can fulfil its mandate more effectively. This project provided the NEA with the tools and frameworks to communicate clearly, consistently, and credibly.
