A Phased Pathway to Justice Sector Reform in Somalia
The Justice and Corrections Model (JCM) was developed to address these challenges. This project provided the Ministry with a structured, evidence‑based plan to operationalise the JCM—identifying clear priorities, sequencing, resource requirements, and accountability mechanisms.
Overview / Introduction
Horn Associates supported the Ministry of Justice and Constitutional Affairs (MOJCA) in developing a practical, phased implementation plan for judicial reform and corrections system strengthening. The engagement delivered a comprehensive roadmap to guide Somalia’s justice sector transformation—moving from policy intent to real‑world delivery.
Somalia’s justice sector is at a critical juncture. Decades of conflict, institutional collapse, and limited investment have left the sector fragmented and under-resourced, undermining public trust in justice institutions. The recently launched Justice and Corrections Model (JCM) —a landmark policy initiative—sets out the vision for a modern, accessible, and accountable justice sector. This project translated that vision into an actionable roadmap, enabling the Ministry to move from planning to implementation.
