Operationalisation of the Global Refugee Forum Consultation Process
The NCRI, established under the Somali government, is the lead institution responsible for implementing GRF pledges. However, significant challenges hindered effective GRF pledge implementation.
Overview / Introduction
Horn Associates supported the operationalisation of Somalia’s Global Refugee Forum (GRF) consultation process through strategic planning alignment, awareness and capacity-building plans, resource mobilisation strategy, and monitoring frameworks. The engagement, implemented in partnership with UNICEF Somalia and the National Commission for Refugees and IDPs (NCRI), aimed to strengthen Somalia’s ability to deliver on its GRF commitments.
The GRF, held every four years, serves as a platform for countries to make pledges aligned with the Global Compact on Refugees (GCR). These pledges aim to enhance international cooperation, share responsibility, and find durable solutions for refugees and forcibly displaced populations. The 2023 Forum built on progress made since the first Forum in 2019, with over 1,600 pledges made and an estimated USD 2.2 billion in financial commitmentsÂ
