Horn Associates supported the institutional operationalisation of Somalia’s Data Protection Authority through governance systems development, regulatory framework support, institutional setup, and technical advisory services aligned with the national Data Protection Law.
Overview / Introduction
Horn Associates provided comprehensive advisory support to the Somalia Data Protection Authority (DPA) in operationalising the Data Protection Law. The engagement encompassed institutional setup, development of internal governance frameworks, drafting of regulatory instruments, and staff capacity building to enable the Authority to begin its regulatory functions.
The Somali Data Protection Law (DPL) 2023 established the legal foundation for data protection in Somalia, creating the DPA as the independent regulatory body responsible for enforcing data protection standards, registering data controllers and processors, and promoting awareness of data protection rights. . Our work supported the transition from legal framework to functioning regulatory institution.
