Horn Associates supported the Somalia Data Protection Authority (DPA) and GIZ in developing regulatory communication strategies and compliance frameworks aligned with international data protection standards. The engagement aimed to strengthen public awareness, build institutional communication capacity, and establish frameworks for effective stakeholder engagement.
Effective communication is essential for regulatory effectiveness. When citizens understand their rights and organizations understand their obligations under data protection law, compliance improves and trust in digital systems grows. The DPA’s mandate explicitly includes promoting awareness regarding the obligations of data controllers and data processors, handling complaints, and advising the government on data protection.
